Selecting a 'Client Tribe' to rule on your behalf and 'take the heat' when things turn ugly from time to time. England's Tudor Grammer Schools and early Universities taught the English how to rule, how to colonise and how to build empires. Key to which has been that old Roman idea of 'Moving Tribes' aka 'Ethnic Groups' around, the English did this throughout their great Imperial period from Cylon to Figi and way beyond to Africa of course in Palestine. Of course long before this the Anglo - Normans practised such colonisation to prefection in their first Colonies of the Celtic Homelands, not least in Wales:

                                              There is however, one major bone of contention and that is when a Government in this case the central English Government uses it's powers to manipulate contemporary 'Tribal Movement' with in the British Isles to suit policies of greater benefit to the ruling country and Government policies of interest to it's interests often not as clear as we might wish. For a few years it has become central Government Policy to remove 'Assylum Seekers' and 'Econmic Refugees' from the English South East Wales to four 'City Intake Centres' in Wales. I can live with that but am concerned about such policy continuing when there are no jobs available for such which means they will be on various Social Benefits, put strain on educational and health services and generally dumped into run down Council estates. I just see this has a recipe for social disaster and discontent in a Wales well on way into major Socio - Economic Decline. I think the Daily Post is leading the way on this by not taking this issue in isolation and their manifesto shold prompt a major Welsh National Debate prior to the Assembly Referendum and Assembly Elections. Yes! CYMRU FYDD National Debate 2011?

                                              If now as some Welsh Nationalists believe, the central Government has a 'Secret Agenda' to remove the poor of the South East to the 'outer regions', as Wales maybe Central Wales being favoured as a 'target area'. I would not put anything against this Government as it as a number of benefits, not least huge Socio - Economic ones but not short or long term but medium term such combined with ethnic Welsh depopulation this could be their solution to a percieved 'Welsh Problem'.

All in all, I can see this on the whole being of great benefit to the EDL/WDL and BNP in Wales's Post Industrial Urban areas and, possibly to more 'Home Grown' rural militant radicalsm of maybe a Meibion Glyndwr Mark II?
